There is an informative website dealing with the issue of Safety Window Tinting Film on Vehicles in PennsylvaniaThey argue that the FMVSS205 (Federal Motor Vehicle Safety Standard No 205) clearly allows tint under 70%. They conclude that Pennsylvania Law would also allow such Tint.
However, by the fact this webpage exists I would conclude that some safety inspections and police officers don't allow any window tint on cars in Pennsylvania.
